Producers of Angus Markets (PAM) – Market Rules & Criteria

Introduction

These rules are designed to ensure that Producers of Angus Markets (PAM) maintains the highest possible standard for visitors and traders alike. All traders must comply with these rules and any additional guidance issued by PAM management for specific venues.

1. General Criteria

 1.1. Preference will be given to local producers from Angus and the surrounding region, with a focus on supporting small-scale and independent businesses.

1.2. Priority is given to producers who grow, rear, catch, brew, bake, preserve, pickle, or prepare their products themselves using locally sourced ingredients as far as possible. 

1.3. Craft and design traders must ensure products are genuinely handmade or designed by the applicant; mass-produced or bought-in goods are not permitted.

1.4. Resellers or traders primarily offering goods not produced by themselves will only be considered in exceptional cases and must be approved by PAM in advance.

1.5. All traders must comply with current Scottish trading standards, health and safety regulations, and local authority requirements.

1.6. All traders should ensure they comply with Govt rules for provision of carrier bags.

1.7. PAM reserves the right to refuse any application at its absolute discretion.

1.8. Public liability insurance (minimum £2 million) is required.

1.9. Employers’ liability insurance is required if employing staff to attend for you.

1.10. Risk assessments must be submitted before trading.

2. Food & Drink Producers

2.1. Use of local Scottish ingredients is strongly encouraged to support provenance and showcase regional quality.

2.2. All food producers must provide evidence of current Environmental Health registration and comply with EHO guidelines for trading at the market.

2.3. Food hygiene certificates and allergen information must be clearly visible.

2.4. All products must comply with Scottish/UK food safety and labelling regulations.

2.5. Any trader offering food or drink for tasting must have procedures and equipment approved by the local EHO. Those with high-risk stalls (raw or uncovered food) must supply their own handwashing facilities and have disposable gloves for handling of any uncovered food as required by Food Standards Regulation. All other food traders should also bring their own handwashing/sanitisation facilities

2.6. Producers selling alcohol must hold a valid occasional license and display appropriate Challenge 25 signage. Alcohol Traders must also be able to demonstrate staff training compliance to the Licensing Scotland Act 2005.

2.7. All packaging and serving materials should be compostable or recyclable wherever possible, in line with PAM’s environmental sustainability commitment.

2.8. All weights and measures standards must be adhered to for trading.

3. Craft & Design Traders

3.1. Products must be original and created or designed by the trader.

3.2. Imported crafts, mass-manufactured items, or items bought for resale are not permitted.

3.3. Traders must describe their production methods and processes clearly in their application.

3.4. Use of Scottish materials (e.g., local wool, wood, natural dyes) is encouraged to promote Scottish heritage and craftsmanship.

3.5. Membership in relevant quality assurance or accreditation schemes (e.g., Scottish Craft Association, Scotland Food & Drink) is encouraged but not mandatory.

4. Stall & Equipment Requirements

4.1. All traders must provide or hire an approved stall/table that fits within a standard 3m x 3m pitch or other size specific to the market site.

4.2. Own gazebos where used must be adequately weighted and secured at all times.

4.3. Market-provided stalls, where available, must be used as supplied and not altered without permission.

4.4. Electricity may be provided (subject to availability and additional charges). Only silent generators are permitted (outdoors), all electrical equipment must be PAT tested.

4.5. Traders are responsible for keeping their pitch clean and tidy throughout.

4.6. All traders must have their own waste disposal contracts removing all waste from the site at the end of each market. On-site bins must not be used for trader waste.

4.7. Waste disposal must comply with local council regulations.

4.8. All traders should ensure they have a basic first aid kit, including a supply of appropriately coloured waterproof dressings. For emergency procedures, refer to site specific guidelines. 

5. Trading Behaviour

5.1. Traders must comply with all instructions given by PAM staff at all times.

5.2. We want our customer to have a great market experience regardless of when they attend – this means all traders must be ready to trade at the published start time and remain open until the advertised closing time unless by prior arrangement.

5.3. Vehicles must be removed from the market site to designated trader parking areas a minimum of 30 minutes before trading begins and cannot be brought back onsite until after market trading has completed. 

5.4. Traders should maintain a professional and courteous manner towards customers, staff, and fellow traders. Aggressive or abusive behaviour will not be tolerated. Anyone that breaches this code of conduct will be asked to leave, will forfeit their right to trade at the market and future markets

5.5. No aggressive selling, shouting, or hawking is permitted.

5.6. Stallholders should wear clothing appropriate to their produce (e.g. aprons for food sellers). Clothing should not have abusive or offensive slogans as the markets are a family friendly place.

6. Curation & Market Balance

6.1. PAM reserves the right to curate and select traders to ensure a diverse and complementary mix of stalls at each market event. This curation helps maintain high standards and offers visitors a varied and interesting experience.

6.2. Acceptance into one market does not guarantee participation in future markets.

7. Environmental & Ethical Standards

7.1. PAM encourages minimal use of single-use plastics and promotes responsible sourcing of raw materials.

7.2. Traders should actively promote and adopt sustainable practices wherever possible.

8. Payments & Fees

8.1. Payment for stalls must be made by the due date specified on the invoice.

8.2. Failure to pay on time will result in the trader’s space being reallocated. The trader will not be allowed to trade at the market if the invoice is unpaid. 

8.3. Once payment has been received, the event is non-refundable if less than 7 days before the event.

9. Cancellation

9.1. If a trader cannot attend, they must notify PAM as early as possible.

9.2. Repeated cancellations or no-shows may result in future bookings being refused.

10. Insurance & Liability

10.1. Traders must maintain adequate insurance to cover all trading activities.

10.2. PAM accepts no responsibility for loss, theft, or damage to trader property.

10.3. In the event of circumstances beyond the PAM management team control, including but not limited to extreme weather, Government restrictions or unforeseen venue restrictions, PAM reserves the right to cancel events. If this occurs, stallholders will be offered either a refund or a credit towards a future event. 

10.4. PAM has no financial liability, in the case of the event being cancelled due to events beyond their control. 

11. Compliance

11.1. PAM reserves the right to inspect stalls at any time to ensure compliance.

11.2. EHO officer may attend for random inspection at any time to ensure compliance and PAM reserve the right to conduct our own Health & Safety inspection recommended by local EHO and in line with their documentation

11.3. Non-compliance may cause stall closure and exclusion from future events.

12. Amendments

12.1. PAM reserves the right to amend these rules at any time.
